My impression is that drupal has more options, joomla has a quicker learning curve. as for project portfolio management -- do you mean something like the STA database? maybe you can steal it form them! I also have used project management tools like basecamp, activeCollab, and Unfuddle. I think I like basecamp the most. Though it probably wouldn't fit into your setting that well.
